Community, Liberalism and the Capabilities Approach
The decline of community institutions and the increasing erosion of community infrastructure is a serious problem with consequences for human well-being. The political and economic theories of liberalism have contributed to this decline. This work examines two branches of liberalism: economic liberalism, and normative liberalism, arguing that the former has contributed to the decline of community, and that the latter has failed to recognize and protect it. I argue that the capabilities approach theory of Martha Nussbaum and Amartya Sen provides an improved foundation for recognizing and protecting community as a human capability that all persons should have access to. By recognizing individual autonomy as well as community participation, and by focusing on capabilities rather than primary goods or utilities, the capabilities approach builds on the achievements of liberalism while also drawing on important Aristotelian insights related to human well-being and flourishing.

The Impact of Federal Homelessness Funding on Homelessness
Federal spending on homelessness has increased significantly in recent years. I estimate the relationship between federal homelessness funding and homeless counts in 2011, 2013, and 2015 cross sections. I instrument for funding using a community's pre-1940 housing share, a key variable in an originally unrelated funding formula borrowed for homelessness grants. Funding increases sheltered homelessness; meanwhile, funding is unrelated to unsheltered homelessness. Lower bound estimates suggest that the minimum cost of reducing unsheltered homelessness has increased over time, from $16,400 in 2011 to $20,800 in 2013 to $50,000 in 2015. In 2013, an additional $1 thousand dollars corresponds to a .309 higher homeless rate per 10,000 people. The effect is larger for families than individuals. Funding is positively related to chronic homelessness and is unrelated to youth and child homelessness. My results suggest limitations on federal funding's ability to reduce homelessness among some of the most marginalized groups in society.

Auch heute noch sorgt google für Schlagzeilen, häufig positiv aufgrund der außergewöhnlichen Unternehmensstruktur, aber auch negativ, vor allen Dingen aus Gründen des Datenschutzes. Googles Finanzierung galt damals als revolutionär und bis heute gilt der Suchmaschinenanbieter mit Platz 26 auf der Liste der 500 erfolgreichsten Unternehmen weltweit (im Marktwert) als das erfolgreichste Internetunternehmen weltweit (vgl. FT Global 500 2009). Ziel dieser Arbeit ist es, das Finanzierungsmodell von google zu analysieren und auf seine Zukunftstragfähigkeit hin zu prüfen. Daher folgt im ersten Teil eine Beschreibung des Unternehmens google, im zweiten Teil das Finanzierungskonzept von Suchmaschinen im Allgemeinen.
