In May 2006, the UK Information Commissioner''s Office (ICO) presented a report to Parliament entitled What Price Privacy? The report highlighted the extent of the illegal trade in personal data. Arguing that the risk of security breaches had increased largely as a result of the rise of the ''data-based society'', the ICO called for a change in the legislation to permit jail sentences of up to two years in respect of offences under section 55 of the Data Protection Act 1998. In February 2007, the UK government stated its intention to adopt that recommendation. This paper examines the current UK policy approach to regulating the illegal flow of personal information, and the lead taken by the UK Information Commissioner. Reference is made to the ''privacy toolbox'', where data protection legislation is combined with measures such as codes of practice and privacy impact assessments (PIAs). Comparisons are made with the work of overseas regulators. In addition, the current regulatory framework regarding section 55 offences is examined, with the author attending an ICO prosecution hearing in December 2006. The paper concludes by arguing that a greater emphasis needs to be placed on the assessment of privacy risks posed, in particular, by the expansion and proposed merger of government databases. Adoption of PIAs could help achieve this.

This paper contributes to ongoing debates surrounding the governance and security of global mobility regimes through a theoretical and empirical examination of the extent to which air transport liberalisation and contemporary practices of infectious disease governance demand a re-conceptualisation of national borders. Recent outbreaks of SARS and H1N1 influenza, which spread rapidly around the world via air travel, illustrated the ability of pathogens to disrupt patterns and practices of human mobility and directly led to the introduction of new health screening technologies at airports that were designed to restrict the spread of infection and maintain a sanitary border. Yet while medical specialists have debated the effectiveness of the various screening techniques, and privacy campaigners have expressed concern over some of the technologies that have been deployed in an attempt to intercept these disease threats, there has been no exploration of the extent to which recent regulatory and structural changes within the global aviation industry have exacerbated the challenges of safeguarding public health and simultaneously transformed practices and spatialities of sanitary border control by re-siting national borders within a range of offshore and domestic locations. Drawing on official airport passenger statistics from the UK, this paper contends that, in transforming the spatialities of contemporary patterns of aeromobility, the progressive liberalisation of the commercial aviation sector (and the dramatic rise in passenger numbers, flights and airports handling international services it effected) - has had unintended and hitherto unexplored consequences for the governance of infectious disease mobility and the material deployment of sovereign sanitary territoriality by creating more points through which an infectious disease may enter or leave a country and moving the border inside UK regions.

By the end of the eighteenth century, Peru had witnessed the decline of its once-thriving silver industry and had barely begun to recover from massive population losses due to smallpox and other diseases. At the time, it was widely believed that economic salvation was contingent upon increasing the labor force and maintaining as many healthy workers as possible. In Medicine and Politics in Colonial Peru, Adam Warren presents a groundbreaking study of the primacy placed on medical care to generate population growth during this era. The Bourbon reforms of the eighteenth century shaped many of the political, economic, and social interests of Spain and its colonies. In Peru, local elites saw the reforms as an opportunity to positively transform society and its conceptions of medicine and medical institutions in the name of the Crown. Creole physicians, in particular, took advantage of Bourbon reforms to wrest control of medical treatment away from the Catholic Church, establish their own medical expertise, and create a new, secular medical culture. They asserted their new influence by treating smallpox and leprosy, by reforming medical education, and by introducing hygienic routines into local funeral rites, among other practices. Later, during the early years of independence, government officials began to usurp the power of physicians and shifted control of medical care back to the church. Creole doctors, without the support of the empire, lost much of their influence, and medical reforms ground to a halt. As Warren’s study reveals, despite falling in and out of political favor, Bourbon reforms and creole physicians were instrumental to the founding of modern medicine in Peru, and their influence can still be felt today.

During summer 2009, the UK experienced one of the highest incidences of H1N1 infection outside of the Americas and Australia. Building on existing research into biosecurity and the spread of infectious disease via the global airline network, this paper explores the biopolitics of public health in the UK through an in-depth empirical analysis of the representation of H1N1 in UK national and regional newspapers. We uncover new discourses relating to the significance of the airport as a site for control and the ethics of the treatment of the traveller as a potential transmitter of disease. We conclude by highlighting how the global spread of infectious diseases is grounded in particular localities associated with distinctive notions of biosecurity and the traveller.
