The method by which health care is managed and administered has changed dramatically over the last few decades. Evaluations of the services rendered through health management organizations have revealed deficiencies in the quality of care provided. Over the last ten years, optometry has become increasingly more involved in contracting with third party vision care plans. The influence of managed care on the practice of optometry has resulted in the transfer patient utilization control, mode of reimbursement, and patient satisfaction from the practitioner to plan administrators. A practice-initiated plan addresses the concerns within the current trends of managed care. A program such as this would exist as an eyecare benefit fund specifically targeting small business employees. Large managed vision care plans have historically avoided small businesses as a possible market due to low utilization rates and the lack of affordability for the small business owner. A private practitioner who wishes to increase the amount of private-pay patients visiting his/her office could implement a practice-initiated plan in conjunction with small businesses in his/her community. If the design and marketing of the plan is effective, the practitioner will no longer be dependent upon national managed vision care plans for patient volume. A small business employer can utilize the plan to improve recruitment, increase retention, and productivity of current and prospective employees. The employees have the opportunity to access comprehensive eyecare in a professional environment without restrictions or regulations on services or materials.
