This study may be the most sophisticated statistical study of legislative voting now in print. The author asks why legislators, especially U.S. senators, vote as they do. Are they influenced by their constituencies, party, committee leaders, the President? By taking a relatively short time span, the years 1961 to 1963, the author is able to give us answers far beyond any we have had before, and some rather surprising ones at that. Constituencies played a different, but more important role in senators' voting than earlier studies have shown. Senators appeared to be responding both to the opinion held by their constituents on different issues and to the intensity with which these opinions were held. On the interrelation of constituencies and party, Mr. Jackson finds that Republicans and southern Democrats were particularly influenced by their voters. The clearest cases of leadership influence were among the non-southern members of the Democratic Party. Western Republicans, on the other hand, rejected the leadership of party members for that of committee leaders. Finally, on Presidential leadership, Mr. Jackson shows that John F. Kennedy influenced senators only during the first two years of his administration. All of these findings challenge conventional wisdom and are bound to influence future work in legislative behavior.

This booklet concerning the study of fingerprints has been prepared by the Federal Bureau of Investigation for the use of interested law enforcement officers and agencies, particularly those which may be contemplating the inauguration of fingerprint identification files. It is based on many years' experience in fingerprint identification work out of which has developed the largest collection of classified fingerprints in the world. Inasmuch as this publication may serve as a general reference on classification and other phases of fingerprint identification work, the systems utilized in the Identification Division of the Federal Bureau of Investigation are set forth fully. A l'âge de quatorze ans, John Edgar Wideman découvre dans la presse américaine une photo du visage mutilé d'Emmett Till. Tout comme Wideman, ce dernier est âgé de quatorze ans, et tout comme Wideman, c'est un Noir américain. Cette image ne cessera de le hanter. En 1955, Emmett Till prend le train à Chicago pour rendre visite à sa famille dans le Mississippi. Accusé d'avoir sifflé une femme blanche, l'adolescent noir est kidnappé et assassiné. Ses meurtriers, blancs, seront acquittés. Resurgit en effet durant leur procès le fantôme du père d'Emmett, Louis Till, enrôlé dans l'armée américaine à la fin de la Seconde Guerre mondiale et jugé puis exécuté pour viol en 1945. Tel père tel fils, considère le jury, aussi blanc que les accusés. Habité par ce fait divers qui a marqué l'Amérique, l'auteur décide d'enquêter sur les circonstances douteuses de cette exécution. Il en fait ressortir les zones d'ombre et tente de combler le silence de Louis Till.
