That is, war has become permissible again, indeed even required, as ethical war. At the same time, however, Western war kills and destroys. This creates a paradox: Western war risks killing those it proposes to protect. During the last two decades, the idea of Semantic Web has received a great deal of attention. An extensive body of knowledge has emerged to describe technologies that seek to help us create and use aspects of the Semantic Web. Ontology and agent-based technologies are understood to be the two important technologies here. A large number of articles and a number of books exist to describe the use individually of the two technologies and the design of systems that use each of these technologies individually, but little focus has been given on how one can - sign systems that carryout integrated use of the two different technologies. In this book we describe ontology and agent-based systems individually, and highlight advantages of integration of the two different and complementary te- nologies. We also present a methodology that will guide us in the design of the - tegrated ontology-based multi-agent systems and illustrate this methodology on two use cases from the health and software engineering domain. This book is organized as follows: • Chapter I, Current issues and the need for ontologies and agents, describes existing problems associated with uncontrollable information overload and explains how ontologies and agent-based systems can help address these - sues. • Chapter II, Introduction to multi-agent systems, defines agents and their main characteristics and features including mobility, communications and collaboration between different agents. Rather than serving as civilian and humanitarian safe havens, refugee camps are notorious for their insecurity. Due to the host state’s inability or unwillingness to provide protection, camps are often administered by the United Nations High Commissioner for Refugees (UNHCR) and its implementing partners. When a violation occurs in these situations, to which actors shall responsibility be allocated? Through an analysis of the International Law Commission’s work on international responsibility, Maja Janmyr argues that the ‘primary’ responsibility of states does not exclude the responsibilities of other actors. Using the example of Uganda, Janmyr questions the general assumption that ‘unable and unwilling’ is the same as ‘unable or unwilling’, and argues for the necessity of distinguishing between these two scenarios. Doing so leads to different conclusions in terms of responsibility for the state, and therefore for UNHCR and its implementing partners.

The plan is to insert northern white rhino embryos into southern white rhino surrogate mothers as soon as possible. There is a real chance the first “new” northern white rhino baby will be born in late 2023. Will science prevail, or is it too late? This book develops a new concept of post-refugee transnationalism to describe experiences of Bosnian refugees who settled in Ireland after fleeing the conflict in 1990s Bosnia and Herzegovina. The book explores their ambivalent relationship with their host and home countries, Ireland and Bosnia, arguing that their current experiences are best described as post-refugee transnationalism. Post-refugee transnationalism is characterised by Bosnians dividing their time between the two countries rather than permanently settling in either and by engaging in summer migrations and diasporic interconnections and affiliations. The book proposes post-refugee transnationalism as different to other instances of transnationalism by stressing its enforced origin provoked by the conflict and institutionalized by the Dayton Peace Agreement.
