I have published most of the items in this booklet before. Denktaş''s speech before the United Nations (UN) Security Council in 1964 was included in my edition of Rauf Denktash at the United Nations: Speeches on Cyprus (The Eothen Press, Huntingdon, 1997); and except for a few small changes, my opening essay here differs little from the first chapter of my book Sovereignty Divided: Essays on the International Dimensions of the Cyprus Problem (CYREP, Nicosia, 1998; third enlarged imprint, 1999). These earlier works are now out of print and will probably remain so. But given the current stage of the seemingly interminable negotiations for a settlement in Cyprus, I thought it might be useful to make certain items available once more for the benefit of those diplomats, government officials, European Union (EU) parliamentarians, academics, journalists and other persons interested in Cyprus, many of whom may have only recently become concerned with the extraordinary intractable problems of the ''divided island.'' More especially, this booklet should help those who are tempted to accept a largely Greek account of what is at stake in Cyprus to realise that such a one-sided conception will never lead to the just, equitable and permanent reconciliation between the two Cypriot communities that the international community has been seeking for so long.

For the first two thirds of the twentieth century, British government was among the most stable in the advanced industrial world. In the last three decades, the governing arrangements have been in turmoil and the country has been a pioneer in economic reform, and in public sector change. Britain became a formal democracy at the start of the twentieth century but the practice of government remained oligarchic. From the 1970sthis oligarchy collapsed under the pressure of economic crisis. The British regulatory state is being constructed in its place. Moran challenges the prevailing view that this new state is liberal or decentralizing. Instead he argues that it is a new, threatening kind of interventionist statewhich is colonizing, dominating, and centralizing hitherto independent domains of civil society. Persons with mental retardation and developmental disabilities have moved in significant numbers from institutional settings and large group homes into community-based settings in recent years. This community integration progress generally has not resulted in commensurate social relationships and friendships between persons with mental retardation and non-handicapped persons. This study explored the possibility of participation in volunteer activities in the community as an element to promote friendship formation behaviors between adults with mental retardation and non-handicapped persons in the community. Two groups of adults with mental retardation who met established criteria were compared. Raters completed five related sections of a social competence instrument that measured the ability to (a) initiate interactions, (b) provide positive feedback and reinforcement, (c) obtain cues and respond to relevant situational cues, (d) provide information and offer assistance, and (e) request and accept assistance. Independent variables investigated were (a) volunteer class, (b) gender, (c) location, and (d) volunteer/gender (interaction). Data were analyzed using analyses of variance for the five dependent variables. The results suggested that there were no differences among these five aspects of friendship behaviors and failed to reject the null hypotheses. Some studies have suggested that participation in community volunteer activities may have a variety of benefits for persons with mental retardation. However, this study indicated a lack of effectiveness of volunteer activity on the five distinct friendship formation behaviors analyzed. However, the high prevalence of persons with mental retardation who volunteer in their communities today suggests that this may be an area for further exploration in building community-based relationships.

This book represents the first comparative study of how health policy is made in leading industrial nations. Using detailed case histories of the UK, the US and Germany, it shows that health care systems and modern states are indissolubly bound together. The author explains how the health care state originated before the rise of democracy, and demonstrates that it has had to confront the twin pressures of democratic politics and competitive capitalism. It focuses on three important arenas of health care politics--the government of consumption, the government of doctors, and the government of medical technology--and illustrates how these three arenas intersect.
