This book argues for reform of the convention that, when politicians decide on a course of action, the general in supreme command obeys without question. The entire spread‐out chain of command is unified in the general, who offers the only connection between the military and politics. Offering the sole connection between the military and politics, only the general can turn political directions into military command and capacitate war. Thus, the general has unique opportunity to resist unconscionable direction to launch an unjust war or to conduct or expand war unjustly. This book argues for reform, so the general has the right in law to refuse direction which is lawful, but awful. The legal capacity to refuse would mean the general would be expected to act responsibly, not merely as the unresisting pawn of politics. Such reform, creating legal opportunity for the supreme command to refuse lawful but unconscionable directives, might avert unjust war. This book will be of much interest to students of the ethics of war, civil‐military relations, and international relations.

Abstract: A more comprehensive series used to estimate food expenditures based on total U.S. food sales by all food retailers is presented. Unlike the standard measure, the total expenditure series (TE) includes all food purchased by both civilian and military personnel for on-and off-premises consumption. TE estimates sales of food and alcoholic beverages by retailers and others primarily on the basis of current sales figures from data produced by the Bureau of the Census in a method similar to the Social Security Administration''s data collection on national health expenditures. TE is divided into 4 categories: food for off-premises use; meals and snacks; packed alcoholic beverages; and alcoholic drink. Each category is further divided between sales and meals acquired without payment. TE for food in all forms rose from $60 billion in 1954 to about $238 billion in 1978.

Periodic information on fertilizer use by crops provides reference points that are widely used by public and private agencies and by individuals. Identification of changes in levels and patterns of fertilizer use is a necessary part of analysis of changes in farm technology and of farm adjustment problems closely related to these changes. The reference points provided by the estimates presented here, together with information on crop yield response to changing technology, are useful in projecting potentials in crop production and in projecting demand for fertilizer and other nonfarm inputs. This report includes estimates of use of principal plant nutrients on individual crops for the 50 States, and for State parts of agricultural subregions for the 48 contiguous States, for whole subregions, and for the United States by major regions.

In this bulletin an attempt is made to bring together in one place comprehensive statistics of fertilizer production, consumption, foreign trade, and kindred topics, as they relate to the United States . Also included are data on agricultural liming materials , gypsum, and peat. This compilation should serve, among other things, as an aid in charting the progress in the several phases of the subject; in evaluating national, regional, and State trends in the use of fertilizers and related materials; in forecasting their requirements for future use; in developing programs for expanding their production with respect to quantities and types of products and to plant location; in studies of the economics of their use in relation to farm income, crop production, and land-management practices; and in guiding their allocation in time of emergency.
