Abstract: This paper is inspired by an outbreak of pulmonary tuberculosis in the British East Midlands city of Leicester in 2001. In an era characterized by unprecedented advances in Western medical science an event of this kind might appear surprising. It challenges the feeling of wellbeing held in many Western countries, particularly in relation to diseases that appear both temporally and spatially distant. The paper examines how the event was reported in regional and national newspaper media and considers the significance attached to scale in the interactions between experts, the media and the public. In our analysis we mobilize a particular reading based on two biological metaphors, the membrane and the gene. We use this reading to reconsider the connectivity between disease, nation and identity in a world that is increasingly fluid, mobile, anxious and uncertain

This document was developed in response to the expressed need of physical science teachers for materials designed to facilitate and enhance the teaching of the 1999 North Carolina Standard Course of Study for Physical Science. The materials provide a guide to translating the goals and objectives of the Physical Science curriculum into good instructional design. A group of dedicated and talented Physical Science teachers led by Carolyn Elliott spent many hours developing these materials. The result is a resource that will facilitate the implementation of the North Carolina Science Curriculum. It includes the NC Standard Course of Study goals and objectives along with objective weights, a detailed content explanation, a list of helpful resources and a collection of some suggested activities. This report is an analysis of options for changing lettings and allocations policies to include more choice for prospective tenants of non-profit housing. It looks particularly at the Delft model from the Netherlands, and relates directly to the proposals for choice-based lettings.

This paper proposes that psychological factors can change managers' beliefs about earnings management when they choose to engage in it. I show that, under certain circumstances, engaging in a small amount of earnings management alters a manager's beliefs about the appropriateness of the act, which may increase the likelihood of further earnings management. Specifically, I predict and find in two experiments that participants who initially choose to manage earnings are motivated to rationalize their behavior. Participants who are exposed to an egregious example of earnings management (commonly the focus of enforcement actions and press reports) have the opportunity to rationalize their behavior through a mechanism called "advantageous comparison," where participants compare their behavior against the egregious example and conclude that what they did was relatively innocuous and appropriate. My analysis also indicates that presenting participants with an example of earnings management that is similar to the initial decision they made mitigates advantageous comparison. These results have implications for academics interested in how earnings management, and perhaps fraud, can accrete over time and for regulators and practitioners who are interested in preventing it.
