The investigation analyzed policy issues facing electric utilities, consumers, and Federal and State agencies. Conclusions are: Demand growth should proceed at a lesser rate than in the past. Conservation programs should be continued and expanded, and applied to every jurisdictional level and consumer group. Natural gas use should be promoted for home and business heating where possible. Natural gas use in power generation and (in general) in industrial boilers is less desirable. the expansion of home and office electric resistance heating should be discouraged. Rate structures should not be inverted, but rate increases should be passed along to consumers to reduce average price differences within classes and between classes. The primary ambient air quality standards in the Clean Air Act should be implemented.
