In the annals of Vietnam War history, no figure has been more controversial than Ngo Dinh Diem. During the 1950s, U.S. leaders hailed Diem as “the miracle man of Southeast Asia” and funneled huge amounts of aid to his South Vietnamese government. But in 1963 Diem was ousted and assassinated in a coup endorsed by President John F. Kennedy. Diem’s alliance with Washington has long been seen as a Cold War relationship gone bad, undone either by American arrogance or by Diem’s stubbornness. In Misalliance, Edward Miller provides a convincing new explanation for Diem’s downfall and the larger tragedy of South Vietnam. For Diem and U.S. leaders, Miller argues, the alliance was more than just a joint effort to contain communism. It was also a means for each side to pursue its plans for nation building in South Vietnam. Miller’s definitive portrait of Diem—based on extensive research in Vietnamese, French, and American archives—demonstrates that the South Vietnamese leader was neither Washington’s pawn nor a tradition-bound mandarin. Rather, he was a shrewd and ruthless operator with his own vision for Vietnam’s modernization. Award-winning author Edward S. Miller contends in this new work that the United States forced Japan into international bankruptcy to deter its aggression. While researching newly declassified records of the Treasury and Federal Reserve, Miller, a retired chief financial executive of a Fortune 500 resources corporation, uncovered just how much money mattered. Washington experts confidently predicted that the war in China would bankrupt Japan, not knowing that the Japanese government had a huge cache of dollars fraudulently hidden in New York. Once discovered, Japan scrambled to extract the money. But, Miller explains, in July 1941 President Roosevelt invoked a long-forgotten clause of the Trading with the Enemy Act of 1917 to freeze Japan s dollars and forbade it to sell its hoard of gold to the U.S. Treasury, the only open gold market after 1939. Roosevelt s temporary gambit to bring Japan to its senses, not its knees, was thwarted, however, by opportunistic bureaucrats. Dean Acheson, his handpicked administrator, slyly maneuvered to deny Japan the dollars needed to buy oil and other resources for war and for economic survival. Miller's lucid writing and thorough understanding of the complexities of international finance enable readers unfamiliar with financial concepts and terminology to grasp his explanation of the impact of U.S. economic policies on Japan. His review of thirty-seven studies of Japan's resource deficiencies begs the question of why no U.S. agency calculated the impact of the freeze on Japan's overall economy. His analysis of a massive OSS-State Department study of prewar Japan clearly demonstrates that the deprivations facing the Japanese people were the country to remain in financial limbo buttressed its choice of war at Pearl Harbor. Such a well-documented study is certain to be recognized for its significant contributions to the historiography of the origins of the Pacific War.

Atomic ensembles have assumed a central role in modern high precision sensing applications including atomic clocks, magnetometers, gravimeters, and accelerometers. In the past decade significant advances have been made pushing these sensors to, and in some cases beyond the standard quantum limit of sensitivity. Much recent interest has been in the use of Quantum Non-Demolition (QND) measurements to perform state-preparation and metrology simultaneously. QND measurements are typically accomplished through interaction with an off-resonant optical probe. I present techniques to recreate QND measurements in the case that the Probe-Atom interaction is non-QND due to the presence of a tensor light-shift Hamiltonian. The tensor interaction naturally arises in detuned systems with spin one or higher and leads to a series of effects, including Hamiltonian evolution, technical noise enhancement, inhomogeneous and homogeneous dephasing that reduce measurement accuracy in these systems. I demonstrate several techniques for active cancellation of the tensor Hamiltonian and show compatibility with QND measurement and sub-shotnoise metrology performance.

Who votes in national elections? What are their preferences on issues? How important is their party identification? How does their demographic profile change over time? Reflecting an unbroken record of eighteen studies of voter behavior conducted biennially since 1952, this volume presents data on hundreds of elements influencing voters that will interest political scientists, journalists, consultants, and students of political history. The information was obtained from face-to-face interviews with national full probability samples of all citizens of voting age, as part of the University of Michigan/National Election Studies conducted by the Center for Political Studies. The data provide both an unrivaled occasion to gain a deeper understanding of congressional and presidential elections, and a basis for making or challenging broad generalizations about American politics since World War II. Major sections include personal characteristics (age, education, gender, religion, occupation, income, union membership, urbanism, race/ ethnicity); partisanship (party identification, open-ended evaluations of parties and candidates); issues (ideological self-placement, issue preferences, perceptions of economic conditions); candidate traits; thermometer ratings of individuals and groups; voter preferences; media exposure; and voter turnout and political participation.
