A Lei de Inovação Tecnológica (Lei Federal 10.973/2004) é um marco legal para a agregação de esforços intelectuais e financeiros para as parcerias na pesquisa, desenvolvimento e inovação tecnológica. Com ela, afastou-se a Lei de Licitações dos negócios jurídicos relativos à inovação e flexibilizou-se o envolvimento de pesquisadores de instituições públicas para projetos de tecnologia com empresários. Essa lei federal estabeleceu como pilares as seguintes diretrizes: i) flexibilização das regras para a contratação de empresas públicas, universidades e centros de pesquisa públicos para novas tecnologias; ii) flexibilização das regras de prestação de serviços, a serem realizados por pesquisadores de centros públicos de pesquisa; iii) conscientização na manutenção da confidencialidade de informações relevantes; e iv) proteção intelectual e compartilhamento proprietário. A Lei de Inovação sofreu ajustes em face da Emenda 85/2015 e da Lei Federal 12.243/2016. Foram criados, nesses últimos 5 anos, a Lei de Liberdade Econômica e o Marco legal das Startups que interagem com a inovação tecnológica. Também, foram adicionados mecanismos para o estímulo à internacionalização de empresas de base tecnológica. Com isso, entende-se que a Lei de Inovação criou um microssistema de direito com parâmetros e requisitos específicos para alcançar a inovação, o que justifica uma abordagem, comentário e interpretação jurídica de cada artigo, assim como a identificação de seus recentes desenvolvimentos.

O Relatório Técnico relatou o estudo desenvolvido para a compreensão do processo que levou à criação do Gabinete de Reforma Agrária (GRA) no Governo Olívio Dutra (1999-2002). O referido órgão foi criado tendo por objetivo agilizar a reforma agrária no Rio Grande do Sul. No primeiro capítulo, foram trabalhados conceitos necessários para a compreensão do tema. Entre eles, Estado capitalista, movimentos sociais, cidadania, direitos sociais e organização, utilizando bibliografia pertinente aos conceitos mencionados. No segundo capítulo, abordamos a origem dos problemas fundiários no Brasil e as diferentes tentativas de organização da sociedade civil de pressionar o Estado para a obtenção de uma distribuição mais justa da terra. Partiu-se do início do processo colonizatório no Brasil e se estendeu até os dias recentes, estudando a história econômica, social e política do país. O terceiro capítulo resgatou o processo que culminou com a criação do Gabinete de Reforma Agrária. A análise realizada nesta parte exigiu uma pesquisa demorada em decretos, leis, pareceres e documentos internos do GRA, bem como a realização de entrevistas com representantes do referido gabinete e dos movimentos sociais. O estudo realizado permitiu a compreensão do processo que levou à criação do GRA, bem como a discussão que envolveu a decisão de criar o órgão. Foi possível entender o seu funcionamento e seu papel na realização da reforma agrária no Rio Grande do Sul, durante o Governo da Frente Popular

No one in Latin American historiography has paid more attention to questions related to the emergence of nations than Jose Carlos Chiaramonte. Reflecting on eighteenth- and nineteenth-century uses of the concept of nation in Europe and the Americas, Chiaramonte argues that historical questions related to the term "nation" derive from its changing meaning in different contexts. The historian would be better advised to focus on the development of forms of state organization, and the emergence of national states, rather than the "nation" as a cultural community prior to independence.Nation and State in Latin America begins by examining the effects on historians of the ideological and methodological prejudice spread by contemporary nationalism on the historical studies of Latin America. Chiaramonte analyzes uses of concepts such as "nation" and "state" in both Europe and the Americas. Chiaramonte considers the prominence of sovereign "pueblos" (cities and townships) and their role during independence. Esses autores interpretaram a "civilização brasileira", construíram uma intriga da história brasileira, com princípio, meio e fim, com origem, sentido, significado. Diferentemente do primeiro volume, os intérpretes não se sucederão em ordem cronológica, mas em ordem ideológica, pois as obras analisadas são todas dos anos 1930. La repentina muerte, en extranas circunstancias, de Don Sancho Vellocino Cespedes, Marques del Barranco de los Cernicalos, tras el anuncio de modernizar la residencia familiar del Castillo de Vista Perdida, para convertirla en un centro comercial y de ocio, proyecto con el que no logro despertar el entusiasmo de sus allegados, supone el inicio del fin de una decadente familia que ha hecho de la endogamia, lema y razon de ser. Un caso claro de asesinato, para el aspirante a inspector de policia Meliton Perdiguero que, ante la indiferencia general, pretende impulsar su carrera con la resolucion del mismo. Se trata de una divertida historia en la que se suceden los despropositos y las situaciones absurdas en las que, una coleccion de personajes histrionicos, contribuyen a mantener la atencion del lector. El autor, que no aporta con esta obra nada nuevo a la literatura, ni lo pretende, solo espera que si alguien llegara a leer estas paginas disfrute, si no mas, si al menos tanto como el al escribirlas.

Desentendida del asunto desde el inicio, Dona Rocio Entrepiedras Vellocino, La Marquesa, no dudara en ponerse de parte del militar, en su reclamacion, para acabar dejando boquiabiertos, a los estrafalarios personajes que aparecen en el cuento. Como las anteriores obras del autor, pretendidamente humoristicas, este relato absurdo, no tiene otro objeto que el de distraer al lector. Si ademas de ello, alguien llegara a pasarselo bien con su lectura, habria valido la pena. En caso contrario, tampoco pasa nada. Que nadie se obsesione. Es solo cuestion de sensibilidad.
