This project emerged from conversations between three individuals, Dr. Lawrence Babits (Program in Maritime Studies, ECU), Dr. Nancy White (UNC-Coastal Studies Institute), and Feather Phillips (Pocosin Arts Folk School) in the spring of 2011. This meeting was focused on a very simple question, "how can we work together?" Coincidentally, I had recently become the Interim Program Head at the Coastal Studies Institute (a joint appointment with the Program in Maritime Studies), and was scheduled to teach HIST6835: Advanced Research Methods for Maritime Archaeology (a class for MA students centered on utilizing technology in maritime archaeology and focused on instructing students in utilizing remote sensing instrumentation). It was obvious that with these three organizations in the lead, we could start the process of concurrently researching the largely unexamined Scuppernong River (and adjacent Bull Bay) while also teaching students how to conduct a remote sensing survey. Consequently, I was thrown into the fray. At first I felt some trepidation - after all, not all rivers are the same - not all rivers hold the potential to teach our students about the techniques and technologies at our disposal, and even fewer rivers guarantee us the promise of engaging our intellectual curiosities.

While the presence of provincial border effects?the relative weakness of inter-provincial trade compared to intra-provincial trade?is well established, it remains unclear what underlies them. Parsing out the sources of the border effect is important, because it provides policy makers with much more information on where to direct their efforts. This paper takes a step in this direction by asking whether part of the border effect can be attributed to how multi-unit firms organize their production within and across provincial borders. Networks of operating units controlled by the same enterprise lower the cost of trade by shipping goods between units as value is added through the production chain or via the use of common upstream and downstream supply chains. Higher costs of operating these networks in multiple provinces may act as a barrier to firm networks. By combining measures of regional trade and firm networks over a nine-year period (2004 to 2012), the study tests these propositions.

The theory of cumulative processes, introduced and developed by W.L. Smith, provides a significant generalization of the renewal counting process. One examines the question of extending the Blackwell and key renewal theorems to cumulative processes. For a subclass of cumulative processes, which one calls strongly cumulative, the Blackwell and key renewal theorems hold under very general conditions. This thesis is a continuation of research initiated by LCDR Daniel Ryan, SC, USN to establish a basis for defining words and terms used in the field of contracting. The twenty terms selected for this thesis were synthesized from collected definitions, Government regulations and contracting literature and reviewed in some cases more than once by National Contract Management Association professionals in previous research efforts which lacked significant consensus and refines them using a Delphi Technique. This research is a joint effort conducted by students at the Naval Postgraduate School, Monterey, California, and the Air Force Institute of Technology, Wright-Patterson Air Force Base, Dayton, Ohio.
