In his time, Thomas Hill, a British-born painter who worked extensively in the American West during the second half of the nineteenth century, earned favorable comparison with Albert Bierstadt in the East Coast press, and received highest honors for landscape painting at the Philadelphia Centennial. By the late 1860s, his monumental canvases of Yosemite commanded five thousand dollars apiece and attracted national critical acclaim. Hill is generally associated with those paintings of Yosemite and other grand landscapes and his The Driving of the Last Spike. These large-scale compositions, however, incompletely represent Thomas Hill''s talents and enthusiams. Some of the artist''s finest achievements are realized in smaller paintings, classified as oil sketches, of subjects as diverse as Newport, Rhode Island, Lake Tahoe in California, and the Pacific Northwest. These modest works attest to Hill''s powers of observation, his abilities to render immediate descriptions of his subjects, and his enchantment with his motifs. Oil sketches - usually made on board or paper and under sixteen-by-twenty inches - comprise a significant portion of Thomas Hill''s work. Spontaneously executed, they capture the artist''s direct responses to nature. As a body they offer immediacy and visual delight, as well as insights into the artist''s broad interests and the cultural context in which he worked. This book contains the political writing of T. H. Green and selections from those of his ethical writings which bear on his political philosophy. Green''s best known work, Lectures on the Principles of Political Obligation, is included in full, as are the essay on freedom and the lecture ''Liberal Legislation and Freedom of Contract''. There are also extracts from Green''s lectures on the English Revolution and from the Prolegomena to Ethics, and a number of previously unpublished essays and notes. All the texts have been corrected against Green''s manuscripts, held in Balliol College. The editors have provided a list of variants, full notes and an introductory essay on the importance of Green''s form of revitalised liberalism. The volume will be a valuable sourcebook for students of Green''s thought and the history of nineteenth-century liberalism.

Supplements research initially described in R-2638 on the six types of interference and four types of cross-subsidy encountered by school districts and schools in implementing multiple categorical programs. A telephone survey revealed both problems in all types of school districts; site studies in 20 schools disclosed at least two types of interference and one type of cross-subsidy in each school. The authors recommend assigning disadvantaged children to regular classrooms rather than to separate categories dictated by the structure of federal grants and requirements. They urge federal and state policymakers to find a way to provide localities with the grant funds that categorical services require, to provide verifiable standards to ensure that these funds are used for the disadvantaged, and to avoid the problems documented in this report. A brief appendix notes some successes.
