Often nimbler than nation states, cities such as Paris, London, Mexico City, Aspen and Copenhagen are becoming test-beds for innovation that is then shared from one to another. There is much to be done and many city leaders are working on the challenges. However, as a steadily rising global population approaches 70% urbanization, the problems are now accelerating. City leaders today have to react quickly to accommodate vast influxes of people. There are many priorities; the provision of basic services - housing, water, sanitation, schools and hospitals; the establishment and maintenance of effective transport and technology infrastructures; the delivery of fair and effective policing; and the creation of an attractive business environment. The list is considerable. Now, perhaps more than ever, city leaders are seeking to better understand, share and explore options and future directions. No two cities are the same, so there is no universal blueprint on how best to design, manage and support urban growth. But experiences can be shared, lessons learned, models debated and new perspectives discussed. The Future Agenda team facilitated twelve high-level discussions in different cities around the world to explore this topic. This report provides an analysis of these and associated discussions and aims to provide context, highlight issues and provide insights around some of the key opportunities for positive change.

The South Korean artist Lee Bul finished her studies in sculpture in Seoul in 1987, a time when, following a period of dictatorship and military rule, democratic reforms began opening up the economically emergent country, and visions of the future were painted both in the most glowing and the most sombre colours. As a performance artist, Lee Bul flew in the face of the artistic conventions of her native land, at first conceiving strongly physical or even guerilla-like actions - for example, appearing unexpectedly in public wearing monstrous soft-fabric forms sprouting tentacular appendages - as she searched for a way to express not just her own states of mind, but those of society as well. The New Debt Trap
This report (40 pages) and its executive summary (8 pages) investigates the debts owed by countries as a whole -- both their governments and the private sector -- minus the debts owed to them. It finds that the level of such debts owed between countries has risen from $11.3 trillion in 2011 to $13.8 trillion in 2014, and predicts that in 2015 they will increase further to $14.7 trillion. Major global debtors, including the US, UK, France, India and Italy, have been increasing their debts with the rest of the world, whilst Germany, Japan and Russia have been increasing their surpluses. Debts owed by low income countries are also increasing rapidly, with Mozambique the most indebted country -- public and private sector -- in the world as a proportion of GDP. Lending to low income countries has trebled since 2008, driven initially by borrowing by countries to cope with the impacts of the global financial crisis. This has been followed by an increase in ‘aid’ being given as loans, including through multilateral institutions such as the World Bank, the emergence of new lenders such as China, and low interest rates in the Western world causing private lenders to seek higher returns in developing countries. The report identifies nine countries that are heavily dependent on foreign lending: Bhutan, Ethiopia, Ghana, Lao PDR, Mongolia, Mozambique, Senegal, Tanzania and Uganda. These countries are growing faster than the average for low income countries. However, they are making less progress in reducing poverty than the average for low income countries, and inequality is increasing. For example, in Ethiopia between 2005 and 2011 GDP grew by 60% per person, but the number of people living on less than $2 a day increased by 5.4 million.
