Corruption is a threat to democracy and economic development in many societies. It arises in the ways people pursue, use and exchange wealth and power, and in the strength or weakness of the state, political and social institutions that sustain and restrain those processes. Abstract: Many societies have limited corruption through the broad-based mobilization of a diverse range of interests willing and able to defend themselves by making meaningful demands for accountability of, and limits on, official power, and for an end to illicit advantages enjoyed by others. Historically such a process has taken place gradually, as political development has proceeded and the base of participation broadens. But today''s high-corruption societies cannot wait for several generations to see such developments take place. Johnston and Kpundeh argue that social action coalitions, linking public and private actors, are a way to mobilize these sorts of participation and advocacy. Such coalitions are neither a new idea nor a guarantee of successful reforms. In many instances they win out by default as an anti-corruption strategy. But they contend that if sustained by careful planning and a diverse set of incentives, they can reinforce political will and enhance the strength of civil society. Coalition-building efforts are underway in many societies. But too often they have focused only on anti-corruption tactics and pursuing their own growth, rather than looking at the coalition-building process in more general terms. In Part I, the authors employ Wilson''s (1973) analysis of the incentives that motivate and reward participation in organizations. This approach helps them identify ways in which the anti-corruption goals can be augmented by other kinds of appeals, even when material incentives are scarce. The authors also identify four stages of the coalition-building process"formation, credibility, expansion, and transformation"in which differing combinations of incentives will be necessary to address the group''s most important problems and opportunities. This book argues that it is time to step back and reassess the anti-corruption movement, which despite its many opportunities and great resources has ended up with a track record that is indifferent at best. Drawing on many years of experience and research, the authors critique many of the major strategies and tactics employed by anti-corruption actors, arguing that they have made the mistake of holding on to problematical assumptions, ideas, and strategies, rather than addressing the power imbalances that enable and sustain corruption. The Middle English Book analyzes 202 literary manuscripts from late medieval England (1350-1500) and argues that most readers looked to scribes in their immediate vicinity to acquire copies of literature. It examines various forms of writing practiced by scribes throughout the late medieval English countryside and shows that the production of documents underscored the wide availability of literary copying. As a result, when a reader acquired a manuscript,they were most often tapping into local networks of document production.

Romance and the Gentry in Late Medieval England offers a new history of Middle English romance, the most popular genre of secular literature in the English Middle Ages. Michael Johnston argues that many of the romances composed in England from 1350-1500 arose in response to the specific socio-economic concerns of the gentry, the class of English landowners who lacked titles of nobility and hence occupied the lower rungs of the aristocracy. The end of the fourteenth century in England witnessed power devolving to the gentry, who became one of the dominant political and economic forces in provincial society. As Johnston demonstrates, this social change also affected England''s literary culture, particularly the composition and readership of romance. This analysis of political corruption and public policy in America considers such issues as the costs and benefits of political corruption, the causes of corruption, and the consequences of a corruption-free political system. Three general perspectives for understanding corruption are considered: (1) personalistic approaches, which deal with the kinds of people who hold positions of public trust; (2) an institutional view, which finds the causes of corruption in flaws or unrecognized biases in laws and institutions; and (3) a systemic perspective, which suggests that corruption grows from basic relationships between government and society. The development of the systemic view suggests that corruption is a form of influence that depends on the successful mobilization of political resources.
